I don't think you're giving it enough credit. As far as spraying at close range goes, it's on par with the G36 and some of the SMGs. When zoomed in, it's about as good as the SG for picking off heads at long range. While I'd still take the SG over the TAR for the damage, it's certainly a viable gun.
