he hasnt been banned. i am currently getting this problem as well. its a network error.

check your router settings, try a clean boot/reinstall, make sure the right ports are open in the firewall. make sure all the permissions on the router, windows defender, your antivirus and windows firewall are set to allow CF.

and try sending in a suport ticket, just dont expect a decent reply anytime soon, think theyre a tad overloaded with support tickets and stuff, ive sent in loads of support tickets to no avail.

Nope, its not a ban.
