Boost the Scar Heavy

As everyone knows, besides the Scar Light, which is infamous for the low skill it takes, there is another rifle of the Scar Series in CF, the Scar Heavy.
Although the Scar Heavy is the only assault rifle in CF which shoots the 7.62 mm NATO round, it behaves like a normal assault rifle. It has a 30/90 clip, its recoil is relatively handleable, and its power is lower than the power of the AK, although the AK actually shoots weaker rounds.
Giving the Scar Heavy such stats ignores the enormous tactical potential of rifles like it. The Scar Heavy is not an assault rifle, its a DMR - which means that its something between an assault rifle and a sniper.
My suggestion is to give the Scar Heavy the stats of a such rifle, which means:

- Higher power than the AK, which means about 45 in the body, 1 hit HS, 35 in the arms, and 27 in the legs. Therefore, a 3 hit kill in everything between the legs and the head, and a 4 hit kill in the legs.
- A 20/60 ammo clip.
- Very strong recoil, maybe even stronger than the AK recoil. ("Maybe" because the Scar Heavy is designed to be more handleable than the AK, and has a foregrip.) Also the recoil should not just go up, which would make it masterable for a pro player, it should rather spray around randomly almost like an M60.
- A special scope, which is similar to a sniper scope and has a 2x magnification. While scoped-in, the rifle should fire only semi-automatic, with a maximum ROF which is only limited by the ROF in full-automatic, which means almost unlimited.
- 100% wallbang due to its strong round.

Q: We don't need a such rifle, we already have the AK, which is a beast at long range and in CQC!
A: That's particularly right. But there are big differences between the AK and a such Scar Heavy. Firstly, while the AK has a 30/90 ammo clip and a decent reload time, the Scar Heavy isn't very good at CQC and for rushing, because it's heavier, has 20/60 ammo and its reload is pretty slow. The AK is also designed to be a pro gun, that's why its recoil goes straight up and therefore is masterable for a pro player. Also, the Scar Heavy would be not that great at mid-range due to its high recoil which is not masterable because its random.
The Scar Heavy should be designed to be a long-range specialist.
Q: But what's about sniper rifles?
A: Sniper rifles are an important part of each tactical shooter and are completely different to assault rifles. The Scar Heavy wouldn't change anything here, as its intended to be something between a sniper rifle and an assault rifle. Its different from an assault rifle in cause of its relatively high power, its 20/60 ammo, its slow reload time, its weight and its high, almost unhandleable recoil. And its different from sniper rifles by its worse scope, its relatively low power (most snipers have 1 hit body kill) and its ammo.
Q: A such gun would be overpowered! Think about sniper matches!
A: No, it wouldn't. Its recoil, its ammo and its reload wouldn't make it a good assault rifle, it is intended to be able to fight off attackers who have an assault rifle or an SMG, but not to pwn without scope. The scoped-in ROF will be practically limited by the recoil, and you will need 3 hits in the body to kill someone. Also you won't see it in sniper matches, as it will still count as an assault rifle.
