Its perfectly possible to make a f2p fps game without millions in investments.
DP2 for example, or Soldat if we move away from the FPS genre.
Suggestions to the contrary are obviously just uninformed guesses.

Very popular back in the day.
Theres another game developed by a very skilled programmer, pretty much alone as I recall it.
You might have heard of it, its out of beta and called 1.6 now.
Fact is, most new games start by a single person or select few, and they get POPULAR once they're widespread by big investors. The coding is already done.
Not counting shiit franchises of course. -

As for game modes or ideas, search up some suggestion threads under my name. -
wouldn't be able to suggest modes or names if you don't clarify what kind of fps your going to try to make. Is it a tactical shooter or more arcade like. Is it team based or based around individual skill? Is it going to be in an urban environment or more rural or forested area's.
Also, you should outline some details about the game, for example, is there anyway to regain health? (timed regen, health packets on the ground or getting healed by medics) how big are the maps going to be? What rules will melee play in combat, or will headshots be one hit kills? In general most of this stuff will be outlined by what type of first person shooter you want to make.
also, since you probably wont have the funding to make the game completely by yourself, It's possible to get it into some working condition to show it off to some game publishers and see if there willing to sink some money into it in return for royalties when the game starts to sell.
If your only planning to market the game in the US then I would advise to go with a one time payment over pay to play because its not prevalent in north america and you might have a hard time finding people willing to pick up the game. (not 100% sure about this paragraph tho)
Alot of great games were made by small teams with small budgets (doom, counter strike, flower. portal) and I don't mean to offend but you seem a little unprepared for this, but I don't know how much of this you have worked out. In the long run though, don't let anyone tell you you can't make a game without a big budget, the whole gaming industry started with individual people making games in there free time on no budget what so ever. -

It's a very long process in making a brand "new" fps game right. You need to know what ppl like lols :P, and you have to design the textures by yourself and buy a game making programing to put the textures and everything in and it'll take most likely 2 years minimum right? LOL :P
