Why is the replay strange?

Well, as we can see, while in the replay mode, we can see multiple flaws like, shots that should've hit people, or shots that hit people who wasn't even inside the crosshair (the awm is a good example)
well, my opinion is that the replay is the saved gameplay in it's raw form, the one who runs inside the servers, and it doesn't shows the delays it gives to for the actual gameplay that the players see.
