If you won't publish the names of the hacks who have been banned why not publish their clan name? Some of these clans have tons of hackers and it should be well known what clans they are.

Because that starts up a whole new kind of drama. Someone gets banned from a can and suddenly that clan is a "hacker clan". While in some cases the leaders may know about members cheating, a lot of the times they don't. In the case of these 99 people clans it's almost impossible to keep tabs on all their members.
