I don't get it.. I've looked at it and it can't be right. How does this bar work? lets say I have 382000 / 427000 and the progress bar only shows 1cm across? (I mean the little green line that goes across) I don't get it, I'm majorly confused? I need to know what 382000 means, is it out of the 400k?. If it means 382... out of 427000 that can't be right according to the progress bar. Any help would be great.

The progress bar is an inaccurate graphical interpretation of an equation used to govern your rank by the software. It utilizes a range method on a planar model to show your current experience combined in relation to a graphical image. Corresponding rank values, FYI:

Layman's terms: Don't go by it. Go by the pretty picture and the amount of experience you have along with the above link.
How? The range is determined by your current rank bar, combined with your current experience, and denotes the range you have and the amount of experience you have left until you reach the next level.

Anywho, the in-game rank progress bar doesn't really do anything. I've stared at it for some time before sadly. It simply increases by a small amount of length per large experience increase (per percentage level of your current rank/experience earned). It's not easy to discern, but it does increase slightly. To know by how much per experience increase would require me seeing the source code and the equation utilized for the progress bar.

EDIT: I'm going to say something here.
1st bar completion: 375973 --> Your score: 382657 --> 2nd bar completion: 427045
It's out of the 427045 if we go by Layman's terms.
The progress bar shows the progress as a division problem i.e. 382657/42705 is an increase over 375973 by what amount. When you reach 427045 you go to your next rank. But it isn't a simple division problem. Because if it was that then the rank would reset itself to 1 and wouldn't advance to the next level. As I said, I'd need to see the formula utilized in the progress bar and whether it represents in relation to 100% or if it is a relation to a specific amount.
As I said before, don't try to think of it as a math problem.
