okay so i got my Sniper Grade c level 1 badge the second day after the patch, and today look what hapend

i got it again -.-
is this a glitch or something ?

So you got the reward/badge twice? Weird. It might have possibly not saved it the first time for some unknown reason, which is the reason you might have gotten it again.
