Tiered servers.

Make servers or the channels within a specific server (Let's call it the Tiered Server for instance) tiered by rank. So trainee plays with trainee, private with private and so on. What this will accomplish is...As players move up out of gimpdom they will also move up in time and energy put forth.

Time is the real factor here because the more someone puts into something the less they want to ruin it. Also the longer it will take them to build back up if they do ruin it.

Enter hackers... You see them, you report them, they get banned and they never make it to the higher tiers. This means if people have invested their time and energy into the game around lieutenant rank+ you'll see less and less hackers and the ones that do hack will be reported and banned by the legit people. Virtually none by the time a lot of the hardcore player base is hitting captains and majors and what-not.

Also you'll be able to go back down the ranking ladder if you desire to get away from the really good people playing in the higher rank servers that you cry and call hackers but they never get banned... That's 'cause we don't hack. There's a reason I yell at everyone to go back to rookie server on Delta... Because you fu.cking fail.
