It depends what you want out of your clan.
If you want a fun community clan, hold regular recruitment sessions on the forums, bumping the thread at peak times. Invite people in-game to join (but not just anybody, people who actually stand out). Make rooms with your clan mates, asking them which mode they'd like to play, or ask if they'd like to go pubbing instead. Hold mini-tournaments for prizes, within your clan, such as FFAs, or team based games such as SnD.
If you want a scrim clan, decide your field of expertise (SnD, GM, TDM, EM, all-round), play regular matches and rotate a starting 5 and subs, keeps people interested and active.
Help players to develop both their weaknesses, and strengths. Also, aim to impress against the better players, don't spend too much time on randy clans.
Again, hold regular clan tournaments, to see who your overall best player is. -

thx for the tips, the problem is that I won't have any prizes. If this becomes a scrim clan( which I want) then we need to get vent, team speak and all the bs. If ppl see that this is a scrim clan, ppl would want these things and it wouldn't be possible to recruit others or keep them when they are higher rank. They'll just leave cause they no they are good enough and no ppl would join cause we don't have vent. Basically I don't have vent and I don't want it, ppl want it, if they don't get wat they want, then they leave. Sry for any mistakes Or if u can't understand wat I'm saying
