it does matter. if someone has a shady past people won't want to play with him. if he used to cheat and it is known he cheated, regardless if he cheats now most teams won't want to play with him. -

there's a difference between a second chance and a freebie.
players should have to work their way onto good teams like everyone else. cheating and then coming back with an alias and claiming you are a pro isn't the way to do it.
join a mediocre/above average team, play a season or so, make a name for yourself, get on a better team. everyone else has done it, so why should aliasing losers get to skip the process.
