Improve vote kick option

Vote kick option should be based on rank, the higher your rank, the more important will your vote be. This will make it easier to kick cheaters and also make it harder to kick pros. At least I think so.

I don't think those who farm will risk their account by cheating so no problem there I think.

better idea only Uk(england and others not all or europe) us and canada players can stay while all brs, turks, south americans get out, forgot egyptians :P
so we only need kicking in emergencies while having a ping limit so ip changing brs cant come either

i saw many 1st lt. hackers and even cptn. hakers today...

and i saw them kiking other players just cause they were ace and the farmers were not...

i would suggest to remove kickvote its abused way too much
