Why report has "closed" status?????

As soon as I hit "submit" the report said "closed" in the status.

and check this out, this noob even admit he hack, and he tried to set a bribery so that I wont report him.

he asked me if he could gave it to me for free also (did not save the lines) when I told him I saved the screens

Why? I cant report in my current account (Cold_Stone), so I use this one, but it doesnt work too.
