In sony vegas simply pancrop it to the size you want it to be, no idea about the black background though.

Pan crop as stayed before, and then use Colour dodge on Vegas for that layer. Only solution I can think of on the run.

In the layers, so to say, in Vegas, one of those buttons gives that option. I think it's called Dodge.
