I picked up a gun off a dead guy today, noticed the crosshair was huge. wtf?

if their weapon is "broken" the crosshair becomes larger to show a larger spread area and decreased accuracy.

But would that show up on my end? I have only had it happen a few times. Always seems odd to me.

OF course it would. When you pick up someone else's weapon you get it in the state of repair that it was in. Guns don't just magically repair themselves when they hit the ground.
