It's not actually a fail, I think they had trouble naming what it is...

It's bullet acts like a shotgun.
It's as long as a rifle.
It's really accurate (To me) like a sniper.
So SMG was more of a decision to make it "All in one".

It can be a mistake so...

That's how old rifles were made, and they took modern day sniper designs from that.

If you look at the AK-74SU it's described as a rifle.

They simply got them the wrong way round that's all.

Besides, who'd purposely describe a Winchester as a sub-machine gun?
