Fps falls below 15

managed to get gamebooster working but the fps still falls around 15 (not below)
Also ping 60-70 on windows XP.
90-140 in windows 7.
shoud i change the priority to below normal, above normal, or high?
(gonna try high priority changing now and post results, for ping)
