Ban BR IP from registering new accounts

Title said it all.
z8games problem about banning BR is that new accounts can be easily made.

So now, ban Brazil's IP from registering new accounts, if any of them want to play, they need to make a forum account first, and have a post which will allow them to make accounts.

Then the password and username can be sent with PM, just so it is private.

This probably will take longer for new players to get use to but it will totally lower the amount of hackers needed to ban by the mods and gms, and they will have no more excuses

Edit: 2-5 minutes delay? This is just so they can't massive make new accounts as easy.And for mods and gms, can't they see some similiar IP all the time? That will be just dumb for them not to do anything...after all, it became their fault.
