ping spikes

Well I have not played this game for like 3 weeks. I get a graphics card today an load up and find myself with a ping of 130 and above. when I load fraps and record my ping goes to normal. wdf? anybody else getting lag spikes.? Or is it my card I put in?

your graphics card has nothing to do with lag, its the new content the servers are not as stable, if i didnt mess with some internet settings/programs my ping would be spiking between 200-900 every second.
