Blocked account due to chargeback ?

I bought 20k of zp for crossfire from my paypal account ive bought a load of it before just from using my credit card and this one time i use paypal i get this.

According to our records your account is temporarily blocked due to a Paypal chargeback for the following payments.

A USD $10 fee would be added to each chargeback on your account plus the owed amount for each to be able to unblock the account. All chargebacks can only be paid by money order from your bank or western union payable to G4Box Inc. for the full amount owing (with extra fees included) in US funds.

Please also make sure your money order is international ( Payable in Canada if you don't live in Canada), write down your game id on the back of the money order with a pencil, and remember to sign your name on the money order before you mail it to us. It can then be mailed to the following address.

After sending 3 tickets asnd waiting 3 days i finally get this answer

Your account has been closed due to chargebacks. You are currently owing us an amount of 27.49 USD (including $10 bank penalty fee for each chargeback).

You may use the method of money order, certified check or personal check. If you choose to use personal check, your account cannot be released until the c...heck is cleared.

All funds must be in US dollars and must be accessible in Canada. Please note, money order can be purchased from Western Union as well. All things can be mailed to the following address, please be sure to include your game account name.

What is going on why was i charged this extra 10 usd i can get the transaction from payal showing it going through i had the right amount and sent the 17.49 usd but then i got this extra charge.

Someone please help me as my main account had some good weapons on it
