Use freewebs. It's really simple and it's free, hence the name.

Mmoguildsites is pretty good - easy and simple so you can be "****" at websites and still manage this one.

If you can't use Freewebs, then sorry sir, but you fail hard. They make it so easy to use that I could make one when I was 9.

Pick up a free host like www.byethost.com/ download some php forum script and install, check youtube, it has alot of tutorials to install php foruns in that host.
