Secret Service was really slow that day. They should have tackled that guy before he had a chance to throw the first shoe, but they allowed him to even take off his other shoe and throw it at Bush, before they slowly got up to shielded their president.

I guess they too were hoping for an epic "Boot to the head" moment.
