I usually get the dog tags I need, really. But then again, I barely do missions, prizes aren't worth trying.

I collected all 3 times... So it's luck ! Now I need 4 tags in this round.

Haha, they aren't rigged. Just hard to get sometimes. I usually get the whole set once a month, and I think I'm on my 3rd or 4th set. Waiting for the last letter. Don't see why people complain.

9 Letters in approx 30 days. About a 33% chance to get the correct letter each day of the month. Pretty high rates for such a valuable prize.

Because it's completely random. When the game generates the dogtag to be given out, it doesn't take into account what you "need". It's simply a random choice. If you were to play the same lottery number every week for a year, would you expect the lottery commission to make sure that your numbers come up within a certain timeframe?
