Unable to Whisper!

i cant send pm, i mean when i try to send a pm (/w [id] [message]) its coming out under the pm [Unable to Whisper],how can i fix it?

  so the guy you wanted to whisper to has set it on unable to whisper. you can change it in the options.

  This player either blocked you or he has his whisper turned off.
