Yes, it's gotta go pretty low. I doubt the guy in that screenshot had .1 FPS though. He was probably just making up excuses. I'm not 100% positive but I think CS:S recoil changes with FPS. Again I'm not 100% sure so I'll just leave it at that. (Never mind, I was thinking of rates >.>)
