why cant the namecards be permanent, or at least the country flag ones

No, they aren't gone. Just a certain few of them aren't available, I just bought a USA one for 90 days, I think 1.9k bp.. which doesn't matter because I already have the 2 BP weapons and I wanted to look cool. =D
