How to report a hacker if [CF]Reports does not accept PM's

That's the question, I found a hacker today morning, and i recorded a video and taked some screenshots.. but i want to report him and [CF]Reports isn't accepting PM's...

This is probably a stupid question... but its the first time a report hackers and I don't know how...
