Dogtag glitch?

Ever since missions came out up until now I missed only 3 missions and yet I failed to finish my 1st set of dogtags. I got like all the other 8 letters in 2weeks and literally like over 3weeks has passed by and I still can't get a O. Im not really complaining but its kinda strange to me besides it's only 5 des crates... Just curious though anyone have this same problem?

it's not an error. it's chance. it clearly says that you can get the same dog tags. I've done every mission aside from about 5 or 6 of em and still am missing the letter 'I'.

i just needed the ***king R but i was 1 week making the missions for it!
