FPS help(how to get it higher)

So I just wanted to know is there anything that can give me better FPS?
I already got GameBooster, but my fps is still bad. My fps is like 30.0-90.0 for like a couple minutes, then drops to 20.0-5.0, My ping is good. West-C 20-30. UKs 140+, Beta 99-, and rest about 80-.
So anything that can help me out? ( im currently useing a laptop so i sorta know why my fps is like this).

(Didnt realy know where to post this, bcuz it doesnt relate to CF that much I posted here, so dont say "Wrong section" i sorta know a lil)
