Add ping limit to escape mode

its impossible to stop high pingers from escaping, they can just teleport into the teleport lolz, add a limit to max ping for this mode atleast

Theres a simple 1 button and 4 click solution =D, Esc > Kick Voting > [IGN] > Reason > OK.

I never put disagree, because f11 and f12 are so close together, i may missclick. So i don't bother. I just wait until the end.
