Try your specs with Windows XP 64bit & feel the deference, Trust me.. i got like 130 FPS with somehow near specs of your PC. my graphic card is Nvidia 9500GT 1G DDR2.
Is windows 7 better than xp for the fps?
EDIT: If you are buying an i7860 you will probally need a new mother board -
ATI radon HD 3650 (only if you have HD screen) makes cross fire gameplay as smooth as a baby's bottom i now its not as high end as the other sugestions but it plays cross fire flawlesly
also i dont think the prosecer does much i have a 2.4ghz one and cross fire only uses 11-25% of my CPU.
also consider your software the problem. i run vista but i hear gamings better with windows 7 or microsoft XP -

I have to ask this first, what power supply are you running? Anyway here are two choices that would http://www.newegg.com/Product/Product.aspx?Item=N82E16819103644R, that would run CF fine and has 3x the L3 Cache which would = faster response time not to mention the higher clock speed.
http://www.newegg.com/Product/Product.aspx?Item=N82E16819103677 that has the same amount of cache as the one you have now but only 2 cores but is has a higher clock speed. I wouldn't get this one unless you can't spend that much on the first one. But seeing as CF only uses one core it would run the game faster than what you have now.
Thanks dude, I'll check out the first one and probably will get it. If anyone knows any better processors for under $150 tell me

The GTS250 is better than the 9800GT. I don't know why any of you are telling him to purchase a 9800.
Seeing as how you put that card in a prebuilt computer, the power supply probably isn't powering it up to the full extent. The 9400GT is a weak card and you should be getting triple if not double the frames with your GTS250 comparing to the 9400GT.
Yet again, the clock speed on your quad core is below average. -

XP64 is a complete fail of an operating system, I highly recommend that nobody even consider using it. However, I do still love XP32.

Anyways, when I first read this, what stood out to me was your Proccessor, its not capable of running the game at optimal performance, you need something better. Also theres NO WAY your 9400 gt preformed the same as your 250 GTS, surely you've got some settings changed in their respective UI's.
Heres my suggestions:
-Buy a decent CPU, like this one (AMD Phenom II 1055T 6 cores)

Press Ctrl + F and type 1055 and you'l be surprised at its rank compared to other suggestions. You could also easily overclock it to about 3.5ghz, but lets not get there yet.
With the combination of your card and this processor, you'l be able to run modern games on medium settings with very good fps.
