Setup Wont Load

Hey I have played this game about 6 months back but have since uninstalled the game and quit. I really want to start playing again but when I download the setup (from z8games.com, West Coast Mirror 1) and I try to run the setup nothing happens, the setup never runs and my documents goes "Not Responding." If anyone has the same problem or knows a fix to this please reply.
