Does this mean we can dis-respect other members but can't dis-respect staff?

Why are you trying to pick apart forum rules? For one it states, "Never insult any person or group of people on the forum," and "Do not Flame each other! Use your manners and common sense." That is common sense for do not disrespect one another.
