New options in options.

Well I decided to set up my options again because I re-installed the game and i noticed that Weather Effects and Left/Right Hand options were added, I think weather only works on certain maps or something, but the hand options is completely new to me. People were asking for it and I just never noticed that they put it in and nobody talked about it.

(Hand options are in the Misc tab.)

I never go into Options, so sorry if this is old.
