IP addresses change periodically. Someone MIGHT be able to get a very GENERAL idea of your location through an IP address. But this would be like a country or a city at most.

Wow.
First of all, IP doesn't stand for 'Internet Provider'.
Second of all, you don't need programs to look up someones address via their IP, and you most certainly don't have to pay for it.
Third of all, IP can't always give the correct addressing details. Mine for example says I live in Manchester, England, when I actually live in Birmingham, some 100 odd miles away.

IPs can accurately be traced to a country.
The rest is mainly built on assumptions. GeoIP-services usually get it, but better tracking can be done if you know how the ISP set their shiz up but its rather unlikely. Closer then a general neighbourhood is highly unlikely and requires that you're a tech at the ISP, pretty much.
