its called gamecomm, definitely the best one, you can make your servers for free, and there isnt much of a delay. just talk to one of the admins after you register and you'll be able to create a server after you ask them.

I've got a gamecomm headset

you can try ventsrv found on the ventrilo website, but you have to have the program running to get into the server

you can also make chat rooms in xfire that are always running, not the best quality, but it's still easy to use

Idk...Xfire? Little delay and it has in-game status too.
