Hackers are NOT the biggest problem here.
Call me crazy, but they aren't.
The two biggest problems for crossfire are:
1- The stupid community, the stupid players, the noobs, whatever you wanna call them.
People complain about hakers, in every single game/round/second they are crying, always. True good players are always dealing with hackusations. And they get kicked a lot.
But as soon as a true hacker join the room, going inside walls, shooting an awm like if it was an auto rifle. No one cares. Well, no one on the hacker team that is. As long as they are winning its ok.
So for the community of crossfire, that loves to cry about hackers, they are only a problem when its used against them.
Another big problem of this community. The player can get ace, can be responsible for 90% of the team victory, he could as well be the only guy playing while everyone else just cry about how the other team is hacking.
He goes afk for 1round, and when he gets back... "You have been kicked".
2 - The vote system FAILS. big time.
7 yes / 5 no = Denied!
9 yes / 6 no = Denied!
Even when you find a good soul that is willing to set a vote, and you have enough good souls to actually vote YES, the system just laughs at your face.
The majority of the players wants the guy kicked. but NO, the system is so dumb it can't understand that.
And WHY in the name of heavens theres this stupid limit?
Dont even say that it's to prevent abuse, because we all know that it just doesn't work.
The only thing that it prevents, is good players to actually TRY to kick hakers/glitchers.
Since people defend them more than good players, they get saved, while good players get kicked.
What I think could help
Vote system
- Make you PAY for a succesfull kick. Say 1000gp for every person you kick?
- You can set a vote for the other team, instead of your own.
- You can try as many times as you want. But have a limit of 3 kicks on the same game.

But I totally disagree with your solutions, it's obvious that will not work.
The best solution is not to have any kick vote system.
Game programmer are doing a better job so that we have no haker noob or glitcher noob. -
Hackers are about the third biggest problem on CF.
1) Is those that cry hack, kick vote nubs.
2) Glitchers (not hack type/true glitchers)
3) Hackers.

Saved my ass from being wrongfully kicked, I suspect a lot. -
Hackers are very annoying, yes. And yes we realize there are lots of Brazilians in this game with a high ping, but that doesn't matter.
What affects all of this is the quality of the community. Way too many trolls/immature people/spammers/etc. It's been annoying for a while but you'll get used to it. -

you kill them once and they most likely RQ

I have techniques to not get kicked from rooms. :P
Nothing hard, just being nice. If you have a good weapon and noobs on your team want it, give it to them. They will want to keep you for your weapons.
If it is a TDM, you will rarely be kicked from there, since hardly anyone pays attention to the vote kick. -

The biggest problem is the QQers and noob kickers. I played with a guy called .-iShADoW-. on a Laboratory; I smoke so I can see the ghosts even stopped and he started QQing saying "ou fackin noob use gamma 100 dont smoke you peter are shi.t player fackin noob I fackin kill you and your mother too, hehe I fack your mom" and he started to whisper me saying "I fackin kill you". He vote kick me several times (he RQ so he can get more kick votes). End of history: I finish with 25-10 killed several times when I was typing with me. Crossfire community is crap.

crossfire community is going to ****, and i know that we cant exaclty do anything about the ping.
But say, if your ping spikes to 1000 for more then 'X' amount of time that you get kicked from the room and have to rejoin.
Hack.s will always be around, nothing we can do about it.
Glitches will always be found.
Farming, one way to cut down on almost 50% make it so where you dont get xp for 1v1 rooms. You can still face your friend but you just dont get xp, and your gun doesnt break. -
