CA and CF both run with .rez files. The software used (illegally) to mod CA guns can only mod CA guns. Otherwise any software that is public has already been tried on CF and nobody has a working system yet made. Unless your good at programming, your not going to be modding anything in CF.

it can also mod map textures and stuff, basically everything in that game can be moded -
Takes more than Gimp know-how to modify textures of ANYTHING in-game. There are no folders, other than a specific ".rez" file, containing textures for guns, characters etc.
If anyone has ever played Halo C.E., there were countless programs to unpack and manipulate things like gun textures. The problem is none of that was server sided. It didn't take much code besides "If, then" statements to make multiplayer work.
Most of Crossfire is server sided. The gun skins and such need code from the servers.
It is not very wise to manipulate anything found in the ".rez" files, because the server WILL detect it, and it will not allow you to play. -
