Double Dog Tags?

I just completed todays mission and all i need is the "C" dog tag but then i got the "R" dog tag which i had already, why does this happen?

All my dog's tag's are S's and yet I only have 2 when it say's crosSfire

Dog Tags randomly drop, it isn't an assured drop of every tag...you might wait weeks before you get the ones you want/need.
