Ok well i think that GM should be ingame More often because there are too many hackers, glitchers, and racist people in CF.

There are a lot more than you think. They use alt accounts.

because they just cant ban people because you say so you must have alot of proof and even so they'll probly only give them a few day suspention just as a warning

There isn't a GM in every game. If you see a hacker and/or racist person, simply report them!
