vote kicking and player credit
1. vote kicking should be kept, it is the only way normal player can be used to against hacker.
2. vote kick rule should be enforced which will introduce and based on player credit system.
3. once a player vote another player as a hacker, some data should collect and a ticket created, the one being voted to be kicked and the one who started a vote should save it and can choose to submit to "community court" or "z8 official" for review. After review, there should be one of 3 result: A. wrong voting; B. Correct voting; C. Unsure.
4. In case of unsure, there is no effect.
5. In case of either wrong or correct, each voter has the correct or wrong result, if wrong (either wrongly vote kick a non-hacker or failed to identify a hacker), player credit -1, if correct, player credit +1, if refused to vote, handled as reject, when it is a bad call, -0.5, when it is a good call, + 0.5.
6. for those who start vote, if correct, +2 credit, if wrong, -2 credit.
7. If a player is proved to be hacking, account force to be closed. All zp and gp, bp lost.
8. Once vote kicking credit created, vote can be weighted. Players who have bad credits might have no effect on voting result. And when he start a voting, he might be denied. Until he can persuade someone to start a vote.
9. Game host wrongly kick -4. Game host correctly kick +2. This rule forces more demacracy.
10. Game room need setting to limit the level allowed, ping range.
11. Add vote kick reason for consistently claims others are hacking.

Some basic instruction for players that want to kick others.
1. You should realize there is always someone who might be better than you, or at such a level that the match is based on ping, device, and chance.
2. If you would not admit there might be better players, you can imagine that they are totally based on luck, or anything that make you comfortable, before you are so sure he is hacking.
3. Don't start a vote because you can't kill someone or someone kills you too many times. Voting should be based on fact instead of emotionality. In game there might be no penalty when you have a wrong call, but how about in real life? Imagine what you feel if you are kept kicked for some wrong reason.
4. Most of time, if you can spend less time typing, you will have more time to shoot and kill. I know when I was totally concentrating in a game, I can not even notice about chatting.

Ok, I will make this simpler:
1. Keep vote kick.
2. Vote weighted by voter credit. weight calculated like, e.g. 1.1^credit -- positive credit get more weigh.
3. Voter credit is based on the correctness of their vote.
4. Vote correctness is based on the submitted review, judged (voted) by GMs or High Credit player group.
5. Refuse to vote is treated as F12 "not kick", if a hacker failed to be kicked, their credit -0.5; if a non-hacker get kicked for reason of hack, they gain 0.5 credit.
6. For a voter, wrongly kick a player cause their credit -1, wrongly keep a hacker cause their credit -1, correctly vote gain them 1 credit point.
7. For vote starter, wrong result cause a loss of 2 credit. Correct result gain them 2 credit.
8. Room host, if wrongly kick a player without vote, cause a loss of 4 credit point; if correct, gain 2.
9. Above rule only applies to vote kick hacking. The result only applies when the review finished.
Expected result:
Those who keep doing things wrong weight less on whatever they say.
More player will take part in voting.
Room manager should carefully use the kick option over vote.

I like this idea and this info should be displayed in all places "tab" etc so that people are aware that they are a whiner.
However having said that, people generally don't really know how to send in hack reports now and Z8 gets a lot.
I think they said 400 this weekend just gone, and most were false.
That's reports not even kicks, so how many kicks were issued that weekend? LOTS, if all of these kicks resulted in a ticket being made them how could Z8 deal with them? They ought to be able to, but they can't.

Say, after some time we got some player with decent credits. So several players who has the enough credit level can vote on a review based on the selection of invitation, or just enter and review and vote. The result can be randomly picked for further review based on request, so that there are some restriction for the elected judges too.
Hopefully, after sometime, when the credit is built, vote system will seldom goes wrong. -

Yes, I suggested with the hack reports that there should be more reviewers (without power to ban) to weed out the cr@p and escalate real hack reports to higher ups GM for example who as it happens does have much time to review replays and when they do, they are watching replays of whiners rather than hackers.
