ping spikes win7

hello all, i need some help

im using windows 7 and i never had this problem :

my ping goes ping goes from 120 to 150 to 300 or 400 and then back to 120 and keep it repeating. my FPS does already sux cuz its aroiund the 20 - 30

and with this problems i cant even hit anyone! i see blood 100t times got killed what i see no dmg off -,-

please solve this problem, this time in rookie server but it will probably come in other servers too.

btw im from The netherlands
