a server for only 2nd LT and up with 30% gp and 15 % exp that would be great in the next patch

A) Huge Percents. Lower.

New Server requires removal of other server or completely new server. At the time of an event, I've seen Foxtrot next to full. Charlie full. Delta...well, Delta's no problem, but that's SSgt. or higher. If you get rid of Foxtrot for Magical 2nd Lt. Server, where's the help for the newbie who can't get into the event because all of the servers are full.

Every farmer has a KDR over 4.0 or something close like that.

How about a 2nd LT server with no exp+ or gp+ with only 150 or below ping.

You could limit the server to only those with a KDR of between 1.0 and 5.0
