Failure to load url version INI.

Ok this is starting to p@#$ me off since last night around 10pm czech time i havent been able to log in at all except for th forum it keeps saying failure to load url version ini. i have rebooted everything i shut off my anti virus re down loaded it wont even allow me to open the down load and it just keeps giving me the error message so what is going on i keep reading that there is alot of people with the same problem so can some one help please figure this out this had been a 14 hour problem now so there has to be an answer
