Best Vote kick suggestion

Ok i know there flaws in this but hear me out! Ok the honor system how you leave games? There should be a system of "vote kick" Say if someone vote kicks 100x a day. there "vote kick usage goes up" it will say "high kick" That mark will unable them to not kick anymore for a while if a hacker comes. too bad for them. If there vote kick usage is "low kick" they dont kick very often and they "will be able to kick" So noobs cannot go kicking left and right. They will think more wisely before they kick! because they know if they kick to much they will hit "high kick" then when they try to "vote kick" It wont work. It will say "high vote kick"

OK IF YOU DONT UNDERSTAND ME THIS IS WHAT IM BASICALLY SAYING

Vote kick tracking.
if they kick(start the kick) alot there vote kick usage(tracking) will be "high kick"
If they dont kick often(doesn't count if they press f11 or f12) the vote kick usage(tracking) will be "low kick" (they will be able to kick)
*If they have "high kick" it will unable them to kick. they cannot vote either(if they want they can press only f11 or f12 but they cannot start a vote kick.
It will stop the noobs from kicking, while mean time it will make them think smarter.
It could go "very low kick", "low kick" ,"somewhat kick" , "High kick", "Very high kick".

What do you think??

P.S. If they abuse the kick. Then a hacker comes.... Well... There in bad luck. Thats the price of abusing the kick? I wouldnt hate on this one because im not complaining im just suggestining so noobs stop QQ. NO THIS IS NOT BECAUSE IM ANGRY AND THAT I GOT KICKED. Just saying....
