problems with forum account settings

iv noticed several problems with my forum account settings primarly since the christmas crash of 09 after the christmas patch hit the game.

the problems are as follows:

1.) i do not recieve instant email notification of anytthing from forums. not subscription, pm's, or friend request even though my setting are configured to.

2.) though i am 17 my account keeps telling me to make certain account changes i have to have a guardians email input because the system thinks im under 13.

3.) when i log in to the forums i have to about 99% of the time reload the page or click forums again to have the option to access my control panel, and sometimes do the same to be able to post.

4.) i cant change my email to send notifications to(i was thinking that was the problem) because it keeps telling me something along the lines of i didnt enter the correct password and to go back and reenter the correct password. i have checked caps lock is off and numbers lock is on. its the same password i used to log into forums and the game just about every day.

if anyone can help me with these problems it would be much appreciated as these errorsa are starting to get extremly annoying.
