Uh, what is this?

It's just how many times that you leave a game. When you exit a game and box comes up saying this will count as a penalty: you will be awarded one loss and one desertion to your record. Your kdr from the match when you quit carries over. When you get vote kicked, a box pops up and says there will be no effect on your record. This means that your kdr, wins/losses, and desertion won't be affected.
