It actually doesn't make that much difference, I was getting about a 1.2 with my old 8-25 fps and now with my 75-150 fps my kd is 1.8 or so

not necesarily, his 3.1 should be good enough, minimal requirements are like 2.4 single core pentium 4 I think, but to make sure i would do this
1. Run the game, and get into a game room and start playing
2. Once ingame, ctrl alt del to open the task manager
3. Check the CPU usage (I use xp so I don't know where it is located on vista)
4. If it isn't at 100% or is near it, then you're good, if it is, you should get a new one

Instead of getting 64 bit, try 32, there aren't very many programs that run 64 bit anyways

also what kind of adapter is the card, is it agp, pci, or pcie
