Voting kept to Original Team

Okay guys, I know that there will be a lot of flack from some of you when I suggest this, but it's an ever growing problem that I'm starting to see while in G.M., T.D., and S&D.. as you know the vote kick system works by the person's team member suggesting to kick the person.. then both teams get to vote- there in lies the problem:

People have been abusing the vote kick feature to keep idle players, spot blockers (people who stay in lobby but never play, or people that purposefully lose in order to make the game easier for the other team) from being booted.

While there could be a feature implemented to kick players out of a game in progress if they stay in the game lobby for too long (lets say 30 seconds.. you can change your equips out in the MAIN lobby).. the vote kick feature allows players from the opposite team to block the vote.

By the way, it really ****es me off when I see a vote like 8/7 that doesn't pass, what the heck?

I believe voting should STAY to the original team - but allow members of the opposite team to put up members of the opposing team up for vote kick (i.e. if GR thinks BL player is hacking, allow GR to put the vote up but only BL is allowed to vote).

My original idea was for the original team's votes to count twice, but that would barely solve the problem.. I worked out the math and basically in a 16player game you need the entire other team to vote no and two of the original team for the numbers to be equal.. meaning if even 6 on the original team (of 8) voted yes then their move would be blocked.
