you'd be wasting your time.If you really want to be good at something don't waste it on a game, which doesn't achieve much however it is fun.I will show you a few things ; don't take it to seriously as its only a game. -

No but really practice makes perfect.
Play head shot only TD's
You might fail at first and get a horrible KD but guess what
we all used to fail so just keep practicing head shots only
in any game you play and that would improve your aim.
You need to have fast reflexes.
Always aware of your surrounding environment.
Never let your guard down.
Don't depend on your team depend on your self.
Don't peak good snipers when you're GR or BL
GR: just hold your site whether it's A or B and wait
for them to push it and take them down 1 by 1.
Don't go out spraying them all that just wont work.
Like let them see you and go behind a box or something and peak
them and kill them 1 by 1.
BL: push sites with your team mates.
Play it smart and don't show your body like for example in BlackWidow
and your going A site go in barricades and get some kills then start pushing up with your team.
When you are left alone just shift walk alot and never let your guard down.
If you hear them coming hide behind a box or something and pick them one by one.
Did i forget anything?
Oh, Strats.
Strats are very important.
When you are playing with your team mates and they
are co-operating with you do some strats.
Team Work always helps.

Disk Defrag?
Right clicking on "My Computer"
Then
"Properties"
Then
"Advanced"
The under "Performance" click on "Setings" and making it best performance.
Those are a couple of ways there are more.
Update your drivers.
Remove all unnecessary Programs. -
Doesn't take long to become half-way good here.
First and foremost you better be having 'fun' so you want to keep coming back.
First couple of weeks avoid the rooms with officers. May take a few minutes to find a game without them but it's possible. More fun to play on a level playing field.
Play lots and lots of Team Death(TD) matches. Preferred maps are Train and Mexico. They will teach you tactics that carry over well to most of the game.
Speaking on Maps. Enough can't be said about knowing your surroundings. Will take time to learn them. After a period of time you will come to have your favorites and know the ones to avoid for a later day.
Finding a weapon conducive to your play style is important. Don't worry if you decide to pick the scar light and play it till your hands bleed. I've seen many an officer still running around with it and having fun. I have 3 accounts with 3 completly different main weapons. Learning what each can do takes time and lots of practice.
Learn to 'block' chat. The language in game can get pretty offensive and you don't want it to distract you. Or maybe your the type that likes to intimidate your opponent then I say go for it but keep it clean please.
When your dead and in spectator mode. Scroll through the players to the one that is doing best on your team(ace). After a while you learn what makes the good players good, less their weapons.

I'm gonna have to agree on the "don't peek with good snipers" part :P. I've had many matches where I get awmed in the arm, or chest if they're quick. If you know where someone is, don't be afraid to pre-aim the corner. If you cant hit someone, they're probably not worth it at the moment. Pick a good weapon for your playstyle, blah blah blah... Everyone else has this thread pretty much covered.

Bursting and quick scoping. Best hybrid ever.

Also don't peek if i'm on the opposite team.
I'll knock your head right off your shoulders with my AWM!

On a real note, regardless of what gun you're using tap shooting is a good thing to practice.
Spray & Pray doesn't work all the time.
Also utilize your sound.
Listen closely for footsteps and check your radar often so you know if it's either an enemy or a teammate.
You'll have every BR in the game screaming "F11 F11 HACK!".
